Purpose and Scope Takes high responsibility in diagnosing and resolving OS System problems, ensuring that account is taken of agreed levels of service and the needs for quality, security, availability and safety, utilizing appropriate specialized techniques, tools, methods or standards. This includes carrying out high level of planning and design, providing advice and guidance to IS/IT management in the planning phases of information systems, to ensure that OS System requirements (particularly network response times, volumetric information and security requirements) are reflected in the overall specification. Takes high responsibility in reviewing OS System statistics, identifying trends in traffic flow and levels of service and proposes capacity changes as required. Accountabilities Key Performance Indicators • Creates and coordinates implementation plans for OS System disaster recovery for organization’s existence and the information system. Reports results of business impact and IS OS System security risk analysis and recommend corrective actions • Up to date OS System Risk Factors Chart. • Up to date Risk Tracking Control. • Well defined disaster recovery plan with a realistic recommendation. • Expectation is 1-day downtime. • Establishes, coordinates, and ensures courses of action to resolve OS System performance / capacity problems and monitors system product development together with overall industry capacity / performance trends, and advice on implications for installation. Performance is maintained at an acceptable and agreed level as per SLA agreement. 80-90% of the provided performance and capacity recommendations are acceptable for implementation. • Produces schedules of requests for changes to the live OS System infrastructure, as well as maintain provision of awareness material to clients/users to explain the importance of a structured change management process. Contributes to the change management procedure development. 10% maximum OS System downtime, which results in user interruption, based on agreed levels. Effective contribution to the change management procedure. • Controls and documents the reporting, investigation and outcome of complex defects and problems reported against OS System configuration items. Ensures that requisite data is available for use by those carrying out investigations. Evaluates the impact of defects and problems. • Well defined CM plans, standards and procedures. • Well recommended and established CM system and tools. • Installs or removes, conducts tests, resolve problems (typically those requiring greatest expertise in installation) and reports details of OS System hardware and software items using supplied installation instructions, tools, and supplied test diagnostic procedures. Participates in defining OS System standards and configuration based on sound technology and business needs. Well defined OS System test plan and procedures. Updated OS System standards and configuration are in place and documented. Expectations of > 80-90% of new implementations are successful. > 90% OS System availability. • Takes full responsibility of defining, documenting and executing of complex OS System projects taking account estimated cost, time scale and project requirements. Manages change controls, evaluates and recommends technical options to IS Management. Project successfully completed on time and on budget. End user satisfaction obtained as per SLA. • Resolve, initiates and coordinates complex problems investigations to discover root causes ensuring documentation of all incidents and problems in OS System services and deciding immediate action ensuring that existing problems and known errors are being managed and communicated. > 90% of problems resolved effectively. Well structured documentation of incidents and problems. System Engineer - Level 4 • Investigates and formulates opinions regarding OS System exposed violations and potential breaches in security and OS System access enquiries and implements and adapts known techniques and available tools to control all types of OS System violations by applying security control standards. Implemented security monitoring and control mechanisms according to best practices and industry standards. > 90% OS System availability/ Monthly reports on system violations. 1% OS System violation • Takes full technical responsibility for the OS System testing function of a project, carries out investigations to find suitable OS System testing tools and methods and define OS System test strategies. • Effective participation in defining and documenting test strategy. • > 90% error free testing. • Solves complex problems reported by end users as well as plays the role of middle interface between users and service providers in terms of proposing discussing and evaluating potential solutions on none standard situations. • 80-90% of reported problems resolved against defined customer satisfaction index. • Analyzes and documents IS OS System related Audits plans according to IS Network Audits standards. • Successful implementation of audits recommendation. • Provides general advises, and guidance on the development, documentation, application of IS OS System Standards, procedures and the interpretation of relevant national or international OS System standards, checking for compliance against quality systems, and external standards where appropriate. • Optimum OS System QA standards and policies and procedures. • Maintains a good knowledge of all IS service available to users, taking full responsibility of a substantial operational service delivery. Optimized quality of service. • Provides regular reports on OS System service delivery achieved, selects, integrates and analyzes monitoring tools, and makes proposals for changes & improvements to SLA. Fit for purpose OS System tools and well defined requirements. Updated SLA agreement. • Participates in the training and development of assigned UAE national employees. Includes monitoring and reporting on progress and counseling employees, as required. • Junior engineers are trained and developed and given ample opportunity to participate in the section’s activities. • Junior engineers are ready to perform their duties independently. • Knows the Company health, safety and environment policy, procedures, regulations and objectives as related to area of responsibility. • Safe working at all times. Minimum Requirements knowledge Experience Bachelor's degree in Computer Science, Information Systems, Engineering, or other related discipline or equivalent experience in a technical or business discipline. Very good knowledge of English 8-10 years' OS Systems and networking experience in a major industrial concern, ideally, within an oil/gas production environment.
